FORMATION: Formed in 1951 by petition and election in response to the residents of the area to construct, operate, and maintain a sanitary sewage collection system.
OPERATING AUTHORITY: Washington State Statutes, RCW Title 57.
POPULATION SERVED: Approximately 53,000.
BOUNDARY: Located within the corporate limits of the City of Shoreline and parts of unincorporated Snohomish County. The District receives flows from a portion of the Town of Woodway, City of Mountlake Terrace, and the Highlands Sewer District.
FACILITIES: As of January 1, 2007, the District maintains and operates a wastewater collector and interceptor system consisting of 16 lift stations, 22 grinder pump stations, and over 190 miles of sewer mains varying in size from 8 to 24 inches in diameter. The wastewater collected from within the District is treated at two separate treatment facilities, King County's West Point Treatment Plant and the City of Edmonds Treatment Plant.The District has a conservative management culture which results in a healthy financial condition. It is a non-taxing special purpose district whose revenue is generated from the ratepayer. The District has been granted a Moody’s Bond rating of A-1 and a Dun & Bradstreet rating of 4A1.
Preventive maintenance is a top priority for the District’s maintenance program which includes hydraulically cleaning all of the sanitary sewer pipes on a regular schedule. A closed circuit television system is used to inspect the District’s sanitary sewer pipes to determine their condition and schedule any necessary repairs. The District has computerized all of its administrative, financial, and maintenance functions.
