Meet The Commissioners 

District Board of Commissioners serve the ratepayers of the District. 

There are five elected commissioners on the Board. Each serves a staggered six-year term. 

Commisioner, Position 1

Robert (Bob) L. Ransom


Bob Ransom serves the District in Position Number 1 on the Board of Commissioners. Elected in 2011, his current term runs through December 31, 2023. Bob has lived in Shoreline for 40 years where he raised 5 children in Shoreline Public Schools with his wife Sharon who has since passed on. He has a B.S. in psychology and an M.S. in educational psychology from Portland State University, and an MPA in Public Administration from the University of Puget Sound. He is a retired Senior Professional in Human Resources and currently works part time as a licensed mental health & rehabilitation counselor.

Commissioner, Position 2

Gretchen A. Atkinson

Gretchen Atkinson serves the District in Position Number 2 on the Board of Commissioners. Elected in 2013, her current term runs through December 31, 2019. Gretchen has lived in Shoreline for 46 years where she raised two daughters with her husband Chuck. She graduated from Grays Harbor College with additional studies at the University of Washington, University of Puget Sound and Shoreline Community College. She is the retired owner of a Shoreline travel agency. She is currently Chairman of the Council of Neighborhoods, Coordinator-Meridian Park Neighborhood Association, a member of the Sound Transit Committee and a member of the Shoreline C.E.R.T. (Certified Emergency Response Team). Previous community service includes Advisory Board, Shoreline Water District; Seattle Public Utilities Acquisition Committee, Aurora Business and Community Team; Forward Shoreline and Pro Shoreline Committees.

Commissioner, Position 3

Laura Mork

Laura was appointed to Position #3, and her current term runs through Dec 2019. Laura and her husband, Loren, have lived in Shoreline for 22 years, putting their two children through Shoreline Schools.

Laura has a BS in Chemical Engineering from the University of Washington, and has been involved in water and wastewater issues throughout her 38+ year facility management/plant engineering career, ranging from managing the operation of industrial wastewater pre-treatment plants and lift stations to maintaining and replacing piping. She is currently serving on the Planning Commission for the City of Shoreline, and is a member of the Light Rail subcommittee. She has served as a board member for the Cascade Youth Symphony and a Lummi Island Home Owner Association, and was a Legislative Liaison for a PTA. She has received recognition for energy conservation achievements from Snohomish County PUD.

Commissioner, Position 4

Craig Degginger

Craig Degginger was appointed to the Board of Commissioners in June 2019. His current term runs through December 2019.

Craig and his wife Melissa have lived in Shoreline since 1990 and their daughter graduated from Shoreline Schools. He brings to the Board 37 years of experience in communications, including 20 years in the government sector, including the past 13 years in K-12 education. He previously worked as a community journalist. 

His past volunteer service includes the City of Shoreline Economic Development Advisory Committee, which advised the city as it created an economic development plan, the Shoreline Back to School Consortium and the King County Fair Board. He is a member of Kiwanis.

Denise and I moved to Shoreline over 37 years ago to raise our family.  Since moving to the area, I have been active in and around the community in many groups that have helped to shape Shoreline and am grateful to have been elected to continue the Shoreline tradition of active service as modeled by many of my friends and neighbors.  Ronald Wastewater is undergoing changes as it is assumed by the City of Shoreline and it will be my goal to ensure that our community values of clean water, affordability and government transparency are maintained.
